Directive on Strengthening Security, Crime Prevention, and Law Compliance in 2025
The Ministry of Education and Training (MOET) issues this directive in line with:
- Official Dispatch No. 2454/BGDĐT-HSSV on enhancing security, order, and law compliance in the education sector;
- Government Steering Committee’s Plan No. 53/KH-BCĐ dated February 5, 2025, on crime and human trafficking prevention in 2025;
- Prime Minister’s Official Telegram No. 139/CĐ-TTg dated December 23, 2024, on combating high-tech scams and cyber fraud.
To proactively control the situation and maintain a safe, orderly educational environment, MOET requires Departments of Education and Training, MOET-affiliated specialized schools, universities, and vocational education institutions (hereinafter referred to as “units”) to implement the following key tasks:
1. Implement national crime prevention programs: Continue to effectively carry out crime and human trafficking prevention initiatives under the direction of the Government, Steering Committee 138/CP, the Ministry of Public Security, and MOET, contributing to political stability and the safety of major national events in 2025.
2. Raise awareness and ensure compliance: Disseminate regulations on crime and law violation prevention to all staff, teachers, employees, and students. Work with local authorities to strictly manage activities around schools (e.g., internet cafés, gambling, pawnshops, usury) to ensure school safety. Require students to sign commitments against involvement in gambling, football betting, black market credit, prostitution, weapons, explosives, and illegal fireworks.
3. Strengthen communication and education: Enhance awareness among educators, students, families, and communities about crime prevention, human trafficking, and school violence. Promote vigilance against high-tech crimes such as online scams and misuse of personal data, including schemes that lure students and staff into opening bank accounts or phone subscriptions for illegal activities.
4. Organize awareness campaigns: Effectively respond to the “National Day Against Human Trafficking” and “World Day Against Trafficking in Persons (July 30).” Diversify communication forms, especially via the internet and social media, to warn students about deceptive practices such as fraudulent overseas labor recruitment promising “easy jobs, high salaries.”
5. Strengthen cooperation: Enhance coordination between schools, families, and local authorities to monitor, prevent, and report crimes. Actively detect and stop law violations while protecting the legitimate rights and interests of students.
6. Enhance supervision and accountability: Intensify management, inspection, and monitoring of security, crime prevention, and law compliance measures across all educational institutions.
