Hanoi University of Industry hosts training workshop on internal documentation and university governance
On the morning of December 30, 2025, Hanoi University of Industry (HaUI) organized a training workshop entitled “Internal documentation and university governance in the context of HaUI’s institutional transformation.” The workshop aimed to enhance legal awareness and professional competencies among staff and employees, in response to the urgent requirements arising from HaUI’s transition to a university system model, which was officially approved by the Prime Minister in November 2025.

In the opening remarks, Dr. Nguyen Van Thien, Vice Rector of Hanoi University of Industry, underscored the pivotal role of legal affairs in this new phase of the University’s institutional development. With a 127-year legacy of establishment and growth, HaUI has successfully transitioned from a single university into a university system. This transformation, however, necessitates that all staff members develop a comprehensive understanding of the legal framework, ensure strict compliance with applicable regulations, and continuously enhance the quality of internal governance documents, thereby embedding legal principles into the University’s operations.

At the workshop, Assoc. Prof. Dr. Nguyen Nhu Ha, Deputy Director General of the Department of Legal Affairs, Ministry of Education and Training, delivered in-depth presentations on professional skills related to the drafting, appraisal, and review of internal regulatory documents in higher education institutions.

Assoc. Prof. Dr. Nguyen Nhu Ha introduced the ROCCIPI framework, a well-established analytical tool widely applied in the development, evaluation, and justification of internal regulations. The framework comprises the following key components:
- Rules: The adequacy and practicality of existing legal regulations.
- Opportunity: Factors that facilitate or hinder effective implementation.
- Capacity: The ability of individuals and organizations to understand, implement, and comply with regulations.
- Communication: The extent to which regulatory information is disseminated to relevant stakeholders.
- Interest: Economic and social incentives or disincentives affecting compliance.
- Process: The complexity and cost of compliance procedures.
- Ideology: The influence of cultural values, ethics, and traditional perceptions on regulatory acceptance.
Assoc. Prof. Dr. Nguyen Nhu Ha stressed that HaUI’s transformation into a university system represents not merely a change in institutional designation, but a fundamental shift from traditional management to modern governance. Accordingly,HaUI should establish a multi-layered system of internal documents, ranging from overarching regulations and policies to detailed operational procedures, in order to create added value and shape the distinctive identity of a smart and innovative university.

The workshop also provided a platform for discussion on decentralization and delegation of authority to member institutions, as well as the application of digital technologies in internal document management. The speaker suggested that HaUI could consider issuing specialized regulations for enterprise engagement, developing a shared data infrastructure, and strengthening information security policies, in line with its strategic orientation toward innovation-driven university development.

Held in late 2025, the workshop marked an important step in preparing Hanoi University of Industry for its next phase of development. Following its official transition to a university system, the University enters 2026 with a clear focus on strengthening institutional governance and further enhancing the quality of education, reaffirming its long-term commitment to sustainable growth and academic excellence.
