HaUI and UFM exchange perspectives on university governance and digital transformation

University governance and digital transformation were the focus of a working session between Hanoi University of Industry (HaUI) and the University of Finance and Marketing (UFM) on July 21, as the two institutions exchanged perspectives and practical experience in developing modern governance models.

With 128 years of development, HaUI currently serves approximately 35,000 learners and has around 1,500 faculty members, staff, and employees. The University's experience in managing a large-scale higher education system and building an integrated digital governance ecosystem provided an important focus for the discussions.

Overview of the working session

At the meeting, Dr. Nguyen Van Thien, Vice President of HaUI, highlighted the University's new development phase following the Prime Minister's approval of the transformation from a university into a university system in November 2025. HaUI is currently organized into five constituent schools, with clear mechanisms for decentralization and delegation of authority in management and academic affairs. Digital transformation has played a central role in HaUI's governance reform. The University has comprehensively implemented an electronic university governance system, enabling key processes such as admissions, class allocation, independent examination and grading, public service delivery, and the management of quality accreditation evidence to be carried out transparently in a digital environment. This has significantly streamlined administrative procedures while enhancing the efficiency and transparency of university management. Alongside the digitalization of operational processes, HaUI is also developing a job-position framework and a performance evaluation system based on clearly defined objectives and measurable outcomes.

Dr. Cao Tan Huy, Vice Rector of UFM, shared the university's development priorities as it approaches its 50th anniversary and advances its strategic vision of becoming a multidisciplinary university. In this development process, UFM is seeking solutions to challenges such as managing facilities distributed across multiple provinces and cities and increasing revenue from scientific research and technology transfer. Against this backdrop, HaUI's experience in developing a streamlined organizational structure, implementing centralized data governance, and establishing professional advisory offices offers valuable practical insights for UFM's strategic planning.

HaUI is focusing on reforming and operating an autonomous governance model that is streamlined, transparent, and efficient, with autonomy closely linked to accountability and tangible results. The University is making a strong transition toward evidence-based and data-driven governance by developing an integrated “Digital University” ecosystem comprising a centralized database, a Big Data analytics platform, and intelligent executive reporting systems to support governance across multiple areas.

Governance processes are being standardized and digitized, with advanced management frameworks such as the Balanced Scorecard (BSC) and Objectives and Key Results (OKRs) applied to align Key Performance Indicators (KPIs) from the University level to individual units and employees. This approach enables more accurate and timely decision-making. Notably, among its key performance targets, HaUI aims to achieve the “Advanced” level under the FIBAA Excellence in Digital Education (EiDE) certification framework for educational digital transformation, reaffirming its commitment to international standards in modernizing university governance and enhancing the quality of education through digital platforms.
