HaUI schedules to receive $8.3 Million ODA project to upgrade digital technical training
The official signing ceremony of a Memorandum of Understanding (MOU) between Hanoi University of Industry (HaUI) and the Korea Smart Manufacturing Promotion Agency (KOSMO) for the $8.3 million Smart Factory project is scheduled for January 2026. This marks one of the key outcomes following the working session between HaUI and the Korean expert delegation under the ODA Cooperation Program, held on the afternoon of December 2, 2025.

The event took place in the context of the Vietnamese Government’s recent decision to upgrade “Hanoi University of Industry” to “Hanoi University of Industry (HaUI),” highlighting HaUI’s pioneering role in promoting international cooperation, training high-quality human resources, and driving digital transformation.
The Korean expert delegation included senior representatives from key organizations: the Korea Smart Manufacturing Promotion Agency (KOSMO), the Korea Productivity Center (KPC), and the Korea Association of Manufacturing Platform Automation (KAMPA). The main purpose of the working session was to exchange perspectives on implementing ODA projects in Vietnam and explore potential cooperation in training programs, research, and the development of projects related to smart technology and digital transformation.

In his remarks at the working session, Mr. Kiều Xuân Thực, Rector of Hanoi University of Industry (HaUI), introduced the university’s 127-year history and its training scale, with approximately 35,000 students enrolled across more than 60 undergraduate programs. HaUI holds outstanding strengths in core fields relevant to the Smart Factory project, including Mechanical Engineering, Electrical and Electronics Engineering, Automation, and Information Technology, with over two-thirds of students pursuing technical and technological majors.
Mr.Thuc also highlighted the university’s experience in implementing numerous international projects, including collaborations with the Japan International Cooperation Agency (JICA) and the United States Agency for International Development (USAID). HaUI maintains an extensive network of over 3,000 partner enterprises, including around 100 strategic partners among FDI companies. The graduate employment rate exceeds 95%.

During the meeting, Mr. Ahn Kwang-Hyun, Director of the Korea Smart Manufacturing Promotion Agency (KOSMO) and representative of the Korean expert delegation in the ODA Cooperation Program, presented the orientation of the ODA project in Vietnam, focusing on Smart Factory development and digital transformation. KOSMO has extensive experience, having implemented over 32,000 Smart Factories in South Korea. The ODA project is scheduled to run from 2026 to 2029 with a budget of approximately USD 8.3 million from the Government of South Korea, concentrating on three main activities:
- Establishing a Demo/Test-bed Smart Factory Center: This center will integrate South Korea’s most advanced ICT technologies to support training and research activities.
- Training Smart Factory Specialists: HaUI and its Korean partners will collaborate to transfer and adapt proven training programs from South Korea, equipping students and staff with the knowledge and skills needed for smart manufacturing.
- Supporting Smart Factory Implementation for Vietnamese Enterprises: The project will apply smart production solutions and systems from South Korea to Vietnamese companies.
Both sides discussed the cooperation model in detail and agreed that the project will focus on practical training closely linked with Korean and Vietnamese enterprises. Korean experts will directly visit HaUI to provide technology transfer and hands-on training for faculty and students.
Graduates of this program will have the opportunity to work in manufacturing companies undergoing digital transformation (DX/AI) or in firms specializing in Smart Factory solutions (IT). They will gain experience with advanced Korean engineering technologies and potentially access employment opportunities in technology companies in South Korea.
The two parties also agreed to negotiate and finalize a draft Memorandum of Understanding (MOU) by the end of December, aiming for an official signing in January 2026. The cooperation is expected to expand into areas such as academic exchanges and human resource sharing between HaUI and Korean universities and enterprises.
The working session marked significant progress and reaffirmed Hanoi University of Industry’s role in training high-quality human resources, leading the way in the Fourth Industrial Revolution, and contributing to the country’s economic development.
