Generations of training management leaders of the Ministry of Industry and Trade sustain momentum for educational innovation

The implementation of the Party and State’s policies on restructuring and reorganizing the system of public educational institutions is being vigorously pursued by the Ministry of Industry and Trade, with the aim of streamlining organizational structures, enhancing operational efficiency, and accelerating university autonomy.

This key orientation was the central focus of the gathering of the Club of Former Training Management Officials of the Ministry of Industry and Trade, held on the morning of October 25, 2025, at Hanoi University of Industry. The event brought together more than 200 former education management officials from departments and higher education and vocational institutions in the northern region under the Ministry. Serving as an annual forum, the meeting provided an opportunity for successive generations of leaders and dedicated educators to share insights and discuss emerging strategic directions in education and training.

In his remarks, Mr. Tran Van Thanh, former Deputy Director General of the Department of Personnel Organization of the Ministry of Industry and Trade and Head of the Club’s Liaison Committee, emphasized the importance of the education system restructuring strategy in alignment with Resolution No. 19-NQ/TW dated October 25, 2017, of the Twelfth Party Central Committee on continuing to reform organizational and management systems and improving the quality and effectiveness of public service delivery. The Ministry of Industry and Trade has been playing a pioneering role in reorganizing its network of higher education and vocational institutions in a more streamlined and efficient manner, thereby optimizing resources, reducing overlap, and enhancing the overall competitiveness of the system.

Mr. Nguyen Quang Hong, Deputy Director General of the Department of Personnel Organization, stated that the Ministry is actively implementing consolidation schemes aimed at developing training institutions with larger scale and stronger capacity. Promoting university autonomy remains a consistent objective throughout the restructuring process and is regarded as a key driver for improving training quality and international integration. Among the nine universities under the Ministry, five have already achieved Group One autonomy, enabling them to fully cover both recurrent and investment expenditures. The Ministry has set a clear goal for the remaining universities to reach the same level in the near future. For colleges, institutions are required to develop plans to achieve Group Two autonomy, with the roadmap to be completed before January 1, 2026. These directions reflect a clear transition from administrative management toward modern university governance, emphasizing greater institutional autonomy and creativity.

The gathering was hosted at Hanoi University of Industry, an institution with more than 127 years of history and a leading role within the Ministry’s education system in governance reform and comprehensive digital transformation. Speaking at the event, Mr. Nguyen Van Thien, Vice Rector of the University, shared that HaUI is currently implementing a strategic plan to transform from a university into a comprehensive multi-disciplinary institution. The goal is to become a center for high-quality human resource training, talent development, scientific research, technological advancement, and innovation, contributing to socio-economic development, promoting sustainability, and deepening international integration. HaUI takes pride in its longstanding role as a key provider of high-quality human resources for the Ministry of Industry and Trade and for Vietnam.

Beyond an opportunity for reunion, the event served as a platform where accumulated experience from previous generations met future-oriented aspirations, united by a shared vision of a streamlined, effective, autonomous, and internationally integrated education system for the Ministry of Industry and Trade, capable of meeting the demand for high-quality human resources in the country’s industrialization and modernization process.
