Overview of the working session

At the meeting, Assoc. Prof. Pham Van Dong, Vice Rector of HaUI, provided an overview of the university’s 127-year history, scale of operations, and strategic development orientation. He emphasized HaUI’s application-oriented educational model, its complete institutional autonomy, and a well-established ecosystem of partnerships with thousands of enterprises. Mr. Dong highlighted the university’s strong momentum in its transformation into a multi-disciplinary institution, while maintaining its traditional strengths in engineering and technology. He also reaffirmed HaUI’s commitment to training in new energy technologies, including automotive engineering, underscoring the necessity of developing specialized curricula, advanced learning materials, and state-of-the-art practical training models to drive progress in this area.

Expressing admiration for HaUI’s impressive scale and achievements, Prof. Sun Haobin, Principal of the School of Mechanical Engineering and Automotive Studies at GXUST, noted the strong alignment between the two universities in their application-driven training orientation, close collaboration with major industrial partners, and experience in implementing flexible education models. Prof. Sun highlighted GXUST’s established reputation and expertise in research and training for New Energy Vehicles, supported by leading corporations such as Dongfeng and Liugong. He cited the recent success of a two-week intensive electric vehicle training program organized at GXUST for 14 HaUI students, describing it as tangible evidence of the effectiveness and potential of the partnership.

Both parties reached a consensus on a comprehensive cooperation roadmap, which includes sustaining and expanding short-term training courses of two weeks to help students stay updated with the latest technological advancements; implementing a 3.5 + 0.5 training model under which HaUI students will spend one semester (equivalent to 0.5 years) at GXUST to undertake advanced practical modules in electric vehicle technology and receive a professional certificate upon completion; and working toward the establishment of 2+2 or 3+1 dual-degree programs in the near future.

GXUST committed to supporting HaUI in the development of a complete training program, the provision of bilingual (Chinese–Vietnamese) learning materials and textbooks, and the exchange of academic staff. Both sides also agreed to co-organize scientific seminars and joint research projects, beginning with GXUST’s consultation on the equipment list for HaUI’s upcoming new-generation electric vehicle laboratories.

The partnership between HaUI and GXUST aligns closely with the Government of Vietnam’s strategic policies on green transformation and sustainable development.
Pursuant to Decision No. 876/QĐ-TTg dated July 22, 2022, approving the Action Program for Green Energy Transition and Carbon and Methane Emission Reduction in the Transport Sector, Vietnam has set a roadmap under which, by 2025, all newly invested or replaced buses must operate on electric or green energy, and by 2050, 100% of road vehicles and construction machinery will have transitioned to electric or green energy sources.

The policy further underscores the importance of “enhancing international cooperation” to “acquire advanced technologies” and “develop high-quality human resources”, while calling for the formulation of new academic programs in vehicle technology, energy, and green infrastructure across higher education institutions. The partnership marks another step in HaUI’s ongoing journey of innovation and global collaboration, contributing to Vietnam’s sustainable development goals by preparing a new generation of skilled professionals ready to lead the future of green mobility.
